Pretty sure the SANFL only count a kick as last disposal if it was a proper kick (including a deliberate or obvious kick off the ground). It doesn't include unintentional incidental contact. The SANFL interpretation is reasonably easy and where there is any doubt, I usually see them default to a throw-in. Bloody simple and wouldn't waste the time on these reviews.Just police it for deliberate possessions and not this BS where it happens to possibly come off someone's boot in a contest and a free kick is awarded. If there is any doubt, throw it in.
Takes away all the bullshit and the rule then actually works well for what it is intended, and that is to keep the game moving.
