Rookie list question

What is the rules with drafting someone off the rookie list at another club? What happens when a player on the rookie list at a club doesnt want to accept the offer of his club to be upgraded (not enough money or contract period) and he decides to go to another club? Does he have to be traded or can he be picked up as an uncontracted player etc?

Can be traded, or delist themselves and go back into the draft.
You can't delist yourself to become a Free Agent.
