That is 100% wrong, there have been a number of decent rugby games.
My fave is Rugby 2001, very good edition, hard to play, but still very fun as well, haven't really tried any other EA Rugby's because that one was my favourite and didn't want that experience tarnished by a shit title.
Also there is another one, World Championship Rugby, that is an awesomely fun game, the gameplay mechanics were brilliant, it was a little easy, that would be it's only downfall.
So there you have it at least 2 decent Rugby games.

As for the OP's question, there are a few answers.
There was a Rugby League 2: World Cup Edition released a few months ago on the PlayStation 2, so there is that one.
And although yet unannounced there is apparently a Rugby League(I think) title under development from the same developer of the upcoming AFL game Big Ant, so that one is more a wait and see than anything else at the moment.
In terms of a Rugby Union game, I haven't been able to find any info what-so-ever, and there has not been one since the 2007 release of Rugby '08.

RL2 WC was just the RL2 engine though with WC teams, it was still shit. Hopefully anytime soon there's any rugby game coming out, league or union i dont care

Have Rugby 06 on the PS2 - the World Champs mode is pretty easy, you build up a team and you end up becoming unstoppable - but playing with Australia v England or NZ and it is usually a pretty tight game once you adjust a few options to suit.
I still give it a run every now and again, make up for the last World Cup!!

Rugby 06 was a great game for old gen EA Sports, 08 was excactly the same gameplay-wise though which was disappointing. After I became unstoppable in 08 on the highest difficulty it got boring, but before that it was a great game.
