Regarding the players, perhaps not, but I believe it exists with coaching and so forth.

Isnt the rule if you win less than 4 games 2 yrs straight, u get 1 and 2...

Not quite. In that scenario, we'd get a priority pick before the 1st round.
If, we finished last on the ladder, we would then get the 1st pick of Round 1.

If West Coast finish 2nd last, also with 16 points or less, then they would also receive a priority pick, following us.

Mate we did not tank we were just that bad, we won 3 games one in round 7, one in round 13, and the other in round 20? Tanking is when you get to 4 wins by round 12 and realise one more would lose your the number 1 pick so you purposely lose every game until the end of the year. And several of those games were lost after being in winning positions.
