Just further to what Nails said about him not carrying ID because he knew he would be at risk of arrest, very long time ago, about 35 years ago (****!) I did a very brief stint in SAPOL.

I used to hate it when you had someone dead to rights, and so you'd go to arrest them only to find they were not carrying ID...and so there was nothing you could do. Well, other than arrest them!

In fact, not carrying ID increased your chance of being arrested to confirm your identity - not having ID can see you arrested for minor shit that would normally be a fine/infringement.

Disclaimer: Only talking for SA, and only talking as at about 3.5 decades ago (still sounds too long)...but c'mon man, think!

Let's say they did arrest him (instead of murder him). They arrest him then find he had no ID on him, so...? What do you think would happen? You're saying they'd have to let him go?

Sure, for a very minor offence, where he also passes the attitude test (super-important), and you are also a lazy cop who hates slightest bit of admin, then maybe. Maybe!

But you don't satisfy one of those - not minor and no proof of who you are? You're going in the bin. Minor offence, no ID, but you don't pass the attitude test? You're definitely going in the bin. Etc
