Let's consider why people start rumours at all. I think it all boils down to, mostly, misunderstandings. To quote this website

People talk to one-another. Together, they fill in the holes in the story with a little bit of fact – and a lot of guesswork. This new story spreads, with bits and pieces added along the way, until you have an out-of-control rumor spreading throughout your company.

Basically Chinese whispers.

When it comes to news stories, sure, there's perhaps a, extra touch of malicious intent, but we must tackle the cause and not the symptoms. In the end, I guess you could say it is the nature of humanity itself that is to blame for the very existence of rumours.
