He's not. If I were evil and we seered the seer I'd just take them out the next night. Only reason I'd fake seer would be if they seered me and fingered me. That's why I'm expecting Joe to now come in and claim seer in response. The false claimant will never be the first to claim it.

I think it's pretty clear that dogs was blackmailed, evil tried to jump onboard his vote and it hasn't gone to plan - now they're panicking.

Whatever you do (real) seer, don't come out of hiding just yet

I'm not really either. But just as you never bet against self-interest, you have to trust that people will do stupid things on day 1. If Joe isn't evil then SM is. Possibly both of them.
