Someone hacks my email address and changes the secret question and the answer I dont know?

is msn/hotmail down or something or is it just me?

 

[Basic]

"Hacking" hotmail accounts isn't really that hard, if you know the person even a little it's pretty easy to just guess the password or answer the question. There's a few other slightly more complex ways to do it but the chances are if someone did do it you know them pretty well.
As for what to do, set up another email account (not hotmail) one from your ISP would be good and email hotmail help center with as much information you can remember that you included while signing up for the account and they should be able to either restore the old password or something along those lines.

The best thing to do is put a question not related to you, just make sure u write the answer down, if i ever forget my email passowrd im screwed cause i have NO idea what the answer to my question is

I have an answer that has nothing to do with the question. That way no one could guess it.
So in other words things like your dogs name are easy to guess but if the question was what is your dogs name the answer could be the leaning tower of P i s a. Now who would guess that?
