Ive a friend of a friend visiting Australia from the USA.
Arriving in Melbourne on June 20, Sydney on June 28 until July 2, and then back to Melbourne until July 9.

What would you (specifically) recommend that she do in...

Melbourne

1. Have a meal in Lygon Street?

Sydney

1. Tour Darling Harbour?
2. ?

1. AFL Match - doesn't matter which one. Take them to the MCG or the Dome, or both.
2. Crown Casino

Sydney

1. Bridgeclimb. Must take any tourist to do it, even if it is expensive. You need to book before hand and while it is cold, the suits are very warm and you get hot. (I did it in 13 degrees with wind and I was hot)
2. Opera House and Circular Quay
3. If they love their sport, take them to the Olympic site.

Darling Harbour is not that exiting, trust me.

2. Get a ferry to Watson's Bay and get her shit faced at the pub there
3. Same imagination required as point 3 above.

If she can get out of Melbourne, def do the Great Ocean Rd. (On the clearest and least freezing day possible) I know there are tours that run by bus out of the city. Theres tonnes to do down there other than swimming in the beach!.. stuff like horse riding, etc. I also did Kayaking with the Seals tour, in Apollo Bay, which I highly recommend.

As for Melbourne.. def the footy, gotta be at the MCG... Go up the Eureka Tower and that cube thing... shopping down Chapel St or Victoria market... Go to the Shrine, the Museum, St Kilda beach... Fed Square...

One thing I would avoid is that free tourist bus thing. Took a mate on it, was absolutely packed.
