Will the AFL change Cat B rookie rules?

With the Crows picking up two guns in Greenwood and Keath for nothing as Cat B rookies and other clubs getting some good talent out of it (ie Cox) how long before the AFL tightens up the rules on it? Apparently the Crows paid Keith $75k for a year or two before he joined the Crows as a rookie and let him continue playing cricket while he decided. All of that outside the cap. Same with Greenwood. The wages that Collingwood were paying Cox to be a Cat B rookie was higher than alot of main list players were getting, also outside the cap.
Wont be long before the clubs that cant attract talent to the Cat B lists will complain about it.

How can it be outside the cap? Has this been aired previously. Nothing the AFL does with the rules would amaze me, nor would the compliant media run with it.
 
I don't understand the point of the Rookie and Pre-Season Drafts, and separate Category B Rookie categorisation, in today's AFL.

Just have a single National Draft, 6 picks per team, and team lists of 44 players. Allow for the contract size/length to be negotiated separately. Reintroduce the element of risk with these types of players and picks (it's often based on their athletic ability and effort and willingness to learn, which is usually always there). Don't want to take the risk on a "project"? Don't do it. Simple.
