The JOAT specifically says actions are randomised if not submitted. I still think the JOAT will be able to work it out after 2 or 3 day phases with the results on their targets.

Once they know they are JOAT they can pick their action as normal as long as it's in line with using them all once before they can use the same action again.

I mean...how will a Flog get to know they are a Flog if their actions don't work?

And I'm still confused how Joat works...
They submit 2 names...and you randomise an action from their list?

The same way the other factions work. If they target a teammate they will come together in PM and they will know. And if they don't target a teammate by the start of the second day phase they will come together via PM then. So by the second day phase they will know and be able to use their actions.

Everyone submits two names. If their action only requires one target, only the Primary target will be selected. The action will be randomised until the JOAT works out who they are and submits an action.

Sorry if it's a bit confusing. It's a new concept and I expect a couple of things will need to be worked out on the fly the first time round. In these instances I will consult with the dead PM. But mostly I think it'll work and the best way to make sure it works is in game.
