I remember getting gas in North Melbourne on the way home from the footy every week in about 1996 and it would've been 17-19c per litre. Petrol high 50s-low 60s.

Sorry but you're wrong. Average price in 1993 was 67.45c/L. By 2003 this had increased to 89.72c/L.
