They have to spend a minimum of 5 years living there and then get citizenship to be eligible though. Not sure that many young footballers would be willing to spend 5 years of their life in China between say 16-21 no matter how much yuan is on offer.

Maybe. But the rules for cricket representation are much more lax. You can play for a different nation if you wait long enough, lol. I don't think there's any getting around spending 5 years living in a country and then getting full citizenship to be eligible under FIFA rules - at this stage.
