There's an article discussing this linked earlier in the thread. Public monies are for specific purposes only and are audited. There's a duchy which is quite valuable these days and less transparent. And the Queen has around 350,000,000 pounds of her own money. She could have paid for the settlement but it seems like Andrew had to pay whatever he could (i.e. sell the chalet). Perhaps she paid the remainder. Or maybe he makes her sick and she told him to go * himself.The public funds are accounted for as would be the case for any other government expenditure.
But they have private income too from their estates. No idea how that works.
