It means (often cynically or strategically) using your mental health as an excuse, mitigating factor or abrogation of responsibility for poor actions/decisions/behavior etc.

I don’t know why you keep bringing up Rankine’s history of mental health as though that counters the perception of him “playing the mental health card”.

I think this ban is ridiculous. The AFL commission has deemed all vulgar language prohibited..it seems.

It's often a necessity that you have the "affliction" for lack of a better word to play said card.
Mental health is the only one you can effectively lie about. It's not like you can play the race or gender card and be taken seriously if you aren't a member of said race or gender.
