On face value seems confusing but probably a million reasons for and against.
As a hypothetical - could be genuinely innocent or cut a deal to get someone higher up or it’s a fishing expedition to get someone. Literally could be thousands of reasons why.

Yep, I've got family in Big Sky Montana and drove an RV from Denver, Grand Teton, Yellowstone, Big Sky, Spokane, Seattle, Port Orford to San Francisco. Great countryside, the people really friendly once they heard the Aussie accent, but not a chance I'd be going there anytime soon.
