Nope.Howard was the one that did all the heavy lifting, including having to alienate and introduce massive reforms in direct opposition of his own voting base.
It was Tim Fischer, the then Leader of the National Party who did all the heavy lifting - because it was HIS supporter base in regional and rural Australia - especially in Queensland - who were the ones most opposed to gun controls. HE did all the work behind the scenes in negotiating with those with the most to lose from the reforms.

Within days of the 1996 Port Arthur massacre, the Nationals leader and then-prime minister John Howard had started building a case to introduce some of the toughest gun control laws in the world.
Fischer went on to be one of the most vocal opponents of that ignorant racist Pauline Hanson and forge closer relations with Asia and rally against Islamophobia. The current leadership of both the National Party and the Federal Liberals are as far from his proud legacy as is humanly possible.
