Indigenous NGA set ups are believed to be directly correlating to the declining number of indigenous players in the system at the moment.

Club's are very reluctant to pick a father son at pick one because the pick is still held in high prestige and if you get out bid you not only 'lose' the number one pick the bloke you pick at number 2 knows for sure you did not rate him number one. It's just overall a bad look.
From pick 2 onwards though it matters a lot less.
10% discount for bottom 10 teams, accruing an extra 5% for every year the miss finals (up to a total of 50% off). 20% discount for teams in the bottom 2. Increasing by 10% every year up to 100% off.Listening to Swan interview from yesterday it sounds like the needing to match with only 2 picks thing is definately in. Now we just gotta hope some kind of discount remains, or deficit allowance. Otherwise it'll be real tough.
Allowing a deficit somewhat contradicts the 2 pick limit so not hopeful on that one. Discount at least for lower clubs im more hopeful on.
Specifically mentioned, that clubs will need to trade players to match top bids. Dont think theres much sentiment for tradition there. Cough up or watch your player go elsewhere is my sense.
I think top priority this trade period now needs to be getting an F1 from a club certain to finish bottom 4-6. Richmond and Westcoast are the only 2 Id be absolutely certain on.
Can't leave it to next year. Could be impossible to do. Also, means Curnow trade needs to get done.

This will hopefully rule out any team requiring pick packages donated by the AFL.
Where are you hearing this? Frustrating the lack of formal information from the AFLPhase out sounds like something done in stages over years.
Dunkley told clubs he didn’t want to be drafted out of Victoria and if a club outside of Victoria Sydney were going to match the bid for him100% I remember Dunks having similar profile as a draftee - even drafted in a similar range (mid second rounder from memory, or early 20s at best). This idea would never work. All clubs are fully aware that Walker is a gun. He can talk up “I don’t want to go anywhere but Carlton” but it will have no effect. Carlton will get Walker but the price will have to be paid.
There is not a hope in hell this would work. If selected by another club he’d be tied to them for 3 years. Therefore Carlton will need to raise enough capital to match pick 1 or 2.

All this talk about Cody being an absolute welded on top 2 pick is totally nonsense. Yeah everyone knows how good he is, but its a great draft next year. Its not like the bottom clubs will be choosing between bidding on Cody and getting nothing at all. Its all very fine margins in that area of the draft, it doesn't take too much for the team with pick 2 to decide to go with Van Dyke or Robinson or someone we haven't even heard of yet.
Sam Lalor went from being expected to go pick 6-10 to being taken pick 1 without even playing a game. So much can change in a week around draft time, let alone 12 months. Is it really impossible that Cody takes his foot off the pedal just 5% next year, has a couple okay/not great champs games and falls to unimaginable depths of pick 4?
I don't think it's because people think he's a "welded on top 2" (well maybe some do) rather, more just trying to plan for the worst.
