Decree away, won't make a difference.
Don't see why people are getting their tail up about the AFL being based in Victoria... it kind of is. And if recent history is anything to show for, they're a bit protective of their own state's identity, as well as being led by a pack of xenophobes.

Still can't see him being considered a top 5 overall player in 2014 though. How are the rankings formulated?
 
Based on this article it seems unlikely GWS will be penalised this year in regard to Whitfield as the issue is still pending. If it's next year draft penalty then it will be interesting to see the impact on next year's academy selection.

Basic explanation:
  • Every location on the ground is assessed for value towards the team (likelihood of scoring next) based on what type of possession you win.
  • Where you win the ball and what you do with it is lined up against those values to calculate the increase/decrease of your team's likelihood of scoring after your involvement compared to before your involvement. Tackles, spoils, smother, pressure acts, hitouts, etc. also rated based on impact on the state of the game.
  • Rewards good ball use forward of centre, players who win their own ball, spoils/intercepts deep in defence and accurate kicks at goal.
  • Harsh towards outside players who aren't good ball users, indirect players (backwards/sideways kicks) and inaccurate shots at goal.

We hear too much from Champion Data in the media, all it does is give David King something to talk about.

Exactly. That's all GWS will need, taking those three on top of what they have makes them competitive/favourites for the next 5 years - even if they had no more draft picks coming in for a year or two. Any loss of draft picks over the next couple of years will have no real consequence for them considering their previous concessions and age profile.
