That's how it always used to be. They'd vote for blokes they saw extracting the ball from packs, not who the TV saw doing fancy stuff. But they've also given a lot of entirely undeserved votes, like 2010 (worst Brownlow winner since Shane Woewodin) and last year (deserved winner but nowhere near as dominant as votes suggest).
