Yeah. They asked me how many cigarettes I had and I said 45 each (there were two of is). Apparently have to declare if you have more than 25. Just got waived through - assume their time isn't worth the duty on 20 smokes. My friend brings in bulk cigars (like 50 a time) and doesn't declare - never been caught. Bizarre.

I’ve been overseas 30+ times in the last 4 years and nearly always bring back a carton for the father-in-law. A few times 2 cartons. Never declared and never been questioned.
