From what I've read Tony Abbott's actual role (and thus eligibility) is yet to be determined. Hasn't gotten as much attention as it should (talking expertise = boooorriiiing) but the UK has resorted to hiring dreg candidates because most qualified people around the world are simply not interested in Brexit damage limitation. Right wing hacks and Conservative donors are doing it.

Maybe he re-applied as soon as his Australian parliamentary career was over?

But good luck, they can keep him. As long as he doesn't start trying to re-form the old empire/commonwealth based trading bloc system - you know - the one that collapsed in the 1960s and forced the UK to seek admission to Europe instead. That one is been and gone now. The Commonwealth of Nations is a pointless body that has no relevance and is not worth being a part of anyway, except for a lame sporting event every 4 years.

If the whole point of Brexit was to reform the empire we should immediately become a republic, change the flag and withdraw from the Commonwealth. Just to demonstrate our firm lack of commitment to the idea of the English taking control of our resources and wealth because they've squandered all their own.
