Its a weird one- Nicoski travelled as the emergency, but the story being reported by every news station here is that Embley has glandular fever, did not travel, and has been sighted wandering around subi later this afternoon. Nicoski would be the obvious in for him, whereas you'd think Kennedy would have travelled if they had doubts over Cox.
