Because there was 11 teams in Prem C this year. The league can’t allow any division to have 11 teams next season.
OK, but wouldn't it make sense that 1 go down from B grade. Then it's 2 down, 2 up for Prem A, Prem C and Div 1.
 
Prem A: 2 up, 2 down (10 in 2022, 10 in 2023)
Prem B: 2 up, 1 down (9 in 2022, 10 in 2023)
Prem C: 1 up, 2 down (11 in 2022, 10 in 2023)
Div 1: 2 down, 2 up (10 in 2022, 10 in 2023)
Div 2: 1 down, 2 up (9* after 2022, 10 in 2023) * subject to confirmation of Bulleen/Yarra merger, otherwise 2 up, 2 down.
Div 3 and Div 4 structure: ?????

This doesn't work. It should be 2 up for Prem C to make it 10 in 2023.

Um, that is what it says.

Premier C in 2022 had 11 teams.
The premiers go up to Premier B (now 10 in C). One Up
The bottom two teams to down to Div 1 (now 8 in C). Two Down
This Grand Finalists in Div 1 go up (10 in C).

What about the 1 team that comes down from B grade to C grade? I think you've missed that here.

Does anyone know if the VAFA released anything about 2023 structures? I'm struggling to find it on their website or on the BF General VAFA thread (has everything but ups/downs as far as I can see).

All this stuff should have been released prior to the 2022 season so people knew WTF was going to happen. The VAFA rules only have 2 up / 2 down in all grades.

Interesting to see Theo & Kosta Gallos from Parkside reported last weekend. 2 weeks each for umpire abuse.
Thing is Theo Gallos is listed as player but Kosta isnt!
Supporter, coaching staff, water boy???
Parkside lost the game by a point! Hopefully this incident wasnt a key factor?
I believe the club has spoken to both behind closed doors as they have a history of previous poor behaviour. Parkside is a well-run and respected club and players play hard and in the spirit of the game.
It's a shame to see a player and "official" behave in such a way.

Rules have been very clear.

2 up and 2 down in all grades except Prem B, where it’s 2 up and 1 down (Old Carey).

This will balance out all Grades.

it won‘t work for division 2,3 and 4 with the merge and divvy 3 with 9 teams and divvy 4 with 7 teams.
At the beginning of the year it was known what would happen. Who would have known that Yarra and Bullen would have merged.

Maybe more mergers, who knows?

As it stands A, B, C and D1 will be all known within 2 weeks.

The other grades will be determined by Christmas.
