Okay, quick summary from the little I've played:
+ Looks outstanding
+ Presentation designed to mimic a condensed version of a broadcast and works very well
+ Strategy has a bigger influence on race proceedings than ever
+ Driving is challenging, but the learning curve isn't as steep as in previous editions
+ Sound is awesome - particularly with the race engineer supplying helpful tidbits through the PS4 controller's speaker
+ Runs well
+ Simply, it's fun to play
+ Maldonado is as much of a dick as he is in real life
+ Cool ability to watch the AI drivers via helmet cam when in the garage in practice/qualifying
- Penalty system still nonsensical
- AI relentlessly stick to their line, even when you're on a flying lap and they aren't
- No ability to create your own driver is a big loss - this is the game mode they should be building the series around
- Lack of game modes and features
/ AI difficulty severely diluted
/ Minor inconsistencies in team/driver ability compared to reality; e.g. Red Bull car overestimated (although Kvyat seems to be absolutely hopeless), Mercedes underestimated
/ Drivability considerably improved but feels easier and not as rewarding
/ Drivability in the rain much more difficult
In a sentence: It's very fun and there have been some really nice changes, but the game is much shallower than previous editions.
