You know that new quit smoking ad where the guy apparently can't talk and has that machine talking for him. Why the hell is he apparently talking at the end of the ad? You can see his mouth moving. Is it a goof or am I missing something here?

You can still talk a little bit if you've had a tracheotomy. But it's very faint, like a whisper.
