I suspect the tackler made high contact initially that was declared a duck and OK, his arm then fell loose and he made high contact again on the ground - hence the umpire saying it was the 2nd one.

A tackle over the shoulder should never be a free kick unless it hits the head with unreasonable force. Of course when pack skirters like Bartlett direct the rules of the game, you're bound to get more tiggy touchwood frees paid.
Everyone comments how incorrect disposal is never paid any more. Which player was king of dropping the ball just as he was about to get tackled in his day? Kevin Bartlett.
It's a directive from AFL house to pay frees in this way. Players know this and act accordingly. Direct your ire not at the umpires, not at the players, but at the time servers working at the AFL.
