Is it painfully obvious that Daniel Bryan is ready to go (cleared by 3 doctors) but they don't want to bring him back because he'll instantly be more popular than Reigns, which will hurt their grand plans for Reigns even more? Would have been great to see him in the rumble...

Well they did that with Styles and he got the Biggest Pop so he be kept down a bit so he won't get bigger then Reigns

Brock Lesnar, who has been around the title scene for the past couple of years. They seemingly want to have him in a non title feud this Mania.
Roman Reigns, who they want chasing the title going into Wrestlemania.
The Rock, who isn't around at this moment.
Triple H, The GAAAAAME, The King of Kings, The Cerebral Assassin, credible enough to hold the title, makes storyline sense.

There is no one else credible enough to hold a world title going into a Wrestlemania, at a huge stadium. So I don't see what the other option was.
