probably to stop new members having a say over how the party is run
in the case of the Vic Greens there has been some very public issues with TERFs in the party and I imagine they don't want to be pushed out by people signing up to get rid of them

of course that can go the other way to with people signing up to vote someone into a position of power that shouldn't be there

I suppose if a member is committed enough to put time into the organisation it helps reduce the chance they are there for manipulation of a specific preselection
