Comedy often isn't "just jokes though" because some of the cleverness in it is in the way it references society at large - take Gervais.

Much of his stand up works because of its social commentary. He shone a torch to some of the hypocrites in Hollywood, and it was funny (to most people). If he took out the social commentary, it doesn't work.
