Im talking about individual athletes. They arent to blame, at least not the ones that didnt participate in doping. They are free to compete and rightly so.

The same way they've been doing it for the last 4+ years - by having athletes meet the threshold of a certain number of clean tests conducted in countries that WADA trusts to have run the tests properly
