What's UEFA got to do with it? Chelsea aren't in Europe.

A club that spends over 500m net in one calendar year isn't aiming to be in Europe? Of course they need to abide by UEFA rules. If they aren't in Europe they will find it very difficult to meet Premier League FFP P&L requirements.

They aren't bound by UEFA's rules as they aren't currently playing in Europe.

Regardless of what is going on your club accounts are public. Premier League P&L rules are clear (105m max loss over 3 years). Your losses from the last two years are known (20/21 loss of 153m, 21/22 loss of 121m). Your results are not public yet for 22/23 but is expected to be a pretty big loss.

I expect there will be allowances for COVID losses in the 20/21 season - what that allowance is I have not been able to ascertain yet. But the problem will be when 20/21 falls outside the 3 year period for you.
 
A quick reckon up - if you buy Lavia there's about a €140m transfer deficit this season. Olise would make that about €180m.
