The number of tests shouldn't matter. Should be 1.0 available for tests against England

If you play 10 tests against England during the time frame and win 6 of them you get 0.6.

And 1.0 available against every team. Only parameter that it needs to be an equal number of home and away.

If you play Afghanistan twice during the time frame for one win you get 0.5
Only problem with this system (which is essentially the original system in 2019 with a different base value) is that it's lot easier for a team to max out their point allotment winning a 2 test series 2-0 than it is for a team to take all points from a 4 or 5 test match series. It essentially encourages boards to minimise series length as much as possible.

I do prefer it to the current version though, and think it is a shame it got scrapped before it really had a chance to be fleshed out due to COVID in the first cycle.
 
people need to accept the ICC doesnt really exist as a separate power, the ICC is simply the boards that fund it and has as much power as those boards allow it to have, there are no windows coming to save tests unless india wants that there are no ICC funds coming to save tests unless top 3 all agree to it and they wont be doing that.

Furthermore, you actually are putting it out there that you're going to play 3 test series against Bangladesh, Afghanistan and Ireland? How about you start with one??

TV funds the sport.
TV pays big bucks for T20 series around the world
This is turn means the T20 competitions pay big bucks for players (Except the BBL ;))
So the players around the world, especially on the fringes, will be attracted by getting paid more for less. Who wouldn't?
This has a massive impact on the test teams of West Indies, South Africa, Afghanistan, and Pakistan.
Less so on New Zealand.
As for Bangladesh and Sri Lanka they're basically non entities.
Minimal on Australia, England and India.

So what's going to happen is that Australia, England and India will just keep playing each other in Test cricket which is want the Big 3 wanted anyway.

Amen, are we going to host Bangladesh in a three Test series? Are we going to revenue split with NZ to ensure we can play three Test series with them? Will we go to South Africa to play their Boxing Day test?
