You should read about Executive Orders, the powers of the EPA to regulate carbon emissions and state-based trading systems.

Then come back here. Seriously.

You really think the US will agree to reductions of that degree without congressional approval?

It's over , there is not much which can save him

His friends at Hillsong & the tea party will rally 'round. A good chorus of 'bringing in the sheaves' followed by some cursing of the 'commies' will sooth the nerves a bit.
Next election campaign will be based around the themes of xenophobia & jingoism. Nothing like a bit of fear & loathing to get the 'right' voters out.

US-China Climate Change Announcement:

No firm commitment, only intentions and long term intentions at that. US have 11 years to reach their non-commitment. That will be two or three presidents into the future. Will the Republicans support ...this announcement?

China has 16 years to reach their non-commitment. A lot of water will flow down the Yangtze before then.

But why sound so chuffed at that thought?
There is only one way to go here-one has to hope that these good intentions do become reality.

I think they will continue to play the spoiler roll.
It will need a massive comet, or similar climate disaster, to wipe those old 'teapartysauruses' out.:p
Maybe Rosetta can give them a lift too?

So what-the time for these dinosaurs to shuffle back to their caves is drawing nigh.
Two years is a long time, doubt that there is anyone to challenge Hilary yet.
Possibly that is why these dinosaurs like fossils so much.

Apart from EPA regulations, the big key for the US is to build off its strength: innovation. Establish processes to encourage smart money to flow more to renewables and energy efficiency measures.

Its a good defense measure for the US too. I mean self sufficiency in power means the US wont have to worry about oil reserves & transport. Its a worry for the Saudi's & the other oil rich nut cases around the world, Russia included.

We need to keep investing in renewables because of the technology & job opportunities. & its good for the Tasmanian

We will keep exporting coal because it will be used in China & India. The key is how much & for how long. The answer is probably a very slow reduction.

You seriously misunderstand the power of executive orders. They're there to help enforce current laws, not make radical economic changes.

EPA can say 'emit less carbon', but they need congress to give them the means to enforce that.

Yeah, States can do what they want...but when setting up a factory in another state is cheaper, they'll lose jobs, meaning any measures they take will be small.
