Denied, only applies to those on an AFL senior list

Is there a reason why the rule doesn't cover AFL rookies? Yes, I know they're not a "senior list"? But I don't really understand why those on a senior list can be delisted at no cost, but first year rookies cannot be delisted under the same conditions.

Because AFL senior listed first-year players are on automatic 2 year contracts so you expect them to stay on for the mandatory 2 year contract you put them on. Rookie listed players are on one year deals so you know when you draft them that there's a reasonable chance they won't last through that contract.

All the rookies on the former Albury Bandits list were auto-picks to the senior list. Was that because there were no senior listed players left?
