The primary goal is to ensure that the hostages are out in one piece.

Well, if they've managed to ascertain that he doesn't have any accomplices in the building, or elsewhere in the city, and that an explosive device isn't going to detonate should he be killed via a dead man switch, then the backlash is probably going to be pretty low. If they haven't ascertained those things, they take that shot, and hostages die, then shit hits the fan for the NSW Police, the NSW Government, the Federal Government, and all of the various agencies involved.

Of course they'd be terrified. That would be easily the scariest thing they've been through, being held hostage and having to look out the window with their hands up. Wouldn't mean any more or less that there is any bombs.

Surely the siege won't last much further into the night. One gunman keeping tabs on 10-15 people is awfully difficult. As to the resolution, I would have no idea what the outcome will end up being like.
