If shit went down they should be able to take him with hopefully minimum damage. Minimum 10 hostages, one guy (most likely) with a sawn off (most likely), 2 shots before he has to reload. Cops are what 10 seconds from being in the room?

They're under the impression he has bombs in the cafe and the CBD. Look how terrified those people running were. They believe it. So suddenly it's not just a matter of "you might die". It's "you might die and cause hundreds/thousands of other deaths too".
