if you need to exceed the speed limit by 27km/h to overtake someone, they don't need to be overtaken. Lets not pretend Joel was only a few k's over here. He committed an offense that warrants immediate licence disqualification and cost his club $250k a year. All the minimisation you can muster won't change the facts.
