Fair enough, it appears his left rear may have clipped it.

Obviously not required to go around the bollard, though. I guess the rules allowed a clipping of the bumps.

Another question is - if Hamilton were to cop a penalty for that, would Vettel cop one for pushing him off track?

The incident was investigated if I remember correctly, and no further action taken.

He should. If there was a wall there Vettel would have caused a massive incident. And just like you should have to keep to the track like there are walls there (imo), penalties should apply in the same way.

Luckily next race we don't have to imagine :D
 
Not strictly F1 but Nando was inside the top 20 in first practice for the Indy 500
