From my very uneducated eye, he seems to have the attributes that we are missing ie elite foot skills. Only real concern for me was that he was rated a top 5 pick for most of the year, however since the national champs and combine has continued to slide back and some have him rated around 12-15.Speaking to a couple of recruiters. So you were bang on with the inactive list but it appears you can have players on the long term injury list.

I never understood why people at the club thought giving fringe players two year contracts when there was absolutely no chance they'd get taken by another club. Who was seriously going to snatch Binns or Fogarty from us with a 2 year contract offer? Why would we care if they did? Just strange list management.I’ve seen enough of Fogerty and Binns to know they’re not good enough. They’re contracted, but I’d pay them out.
L Young and Boyd also contracted. Young is break glass in case of emergency case. Boyd is better than he’s been given the chance to be, but he’s on the outer so we may as well pay him out too.

I was for letting him go pre-trade period but with us missing out on Khamis I do think we need the extra tall that can play at either end.Cleary reporting that Gov is in talks for a one year deal.

Likely but we identified a need with F.Young with the left foot around the forward line, something that could be harnessed within a F/T environment - which is what we usually allowed with MSD draftees vs a brief 6-month stint.Understand people wanting to retain a somewhat untried youngster like White or Flynn over a somewhat conditional player coming to the end of his career. But the reality is that we're a little light on for talls, and have bolstered our half forward/wing stocks with Hayward, Ainsworth, Florent, Chesser and, shortly, Ison.
Give Young or White another year and they'll be lucky to play 2 games before getting delisted next year anyway.
Appreciate the sentiment, but for list balance reasons if the decision is between one of those two and Gov, Gov wins out for a 12 month extension on modest money. And now that Gov knows his precarious place on the list, I suspect he'll be working a little harder next season knowing he either needs to make himself indispensable to us or attractive to another club.
Nah. Where the hell would you play him? Not a need, would be a great get for our reserves, but would have too many in front of him for any senior consideration.
I do think he has had a raw deal at Norf. Going back a couple of years, showed enough in his cameos to suggest he had an AFL career.
A few players have failed to come on at the Kangas despite showing more than enough potential on the big stage.

Phillips can definitely be handball happy, but you can see enough in his outside game, he just doesn't have a lot of confidence with it, and that was the clear question mark in his draft year.On the surface I'd agree however a bit of a deeper look is that Phillips is a 1 dimensional handball first mid where North's young mids are a lot better than their ladder position. Given Phillips isn't as good as them & can't play anywhere else unfortunately for him his cards are stamped

As Stamos said, the rules you refer to relate to the "Long Term Injury" rule, which was a feature of the rules when Rookie players weren't allowed to play in the senior side. In those days, you could play a Rookie in the AFL side if you placed one Primary List player on the LTI list for a minimum period (8/11 something like that). When the player recovered, the Rookie had to return to the Rookie list and wasn't available for the AFL side.
The LTI went out of use when Rookies were allowed to play AFL. Circa 2018 iirc. I'll dig up the relevant rules and edit here.
