If a player is tackled and doesn’t get an effective kick or hand pass away then a free kick shall be awarded if.

The player tackled had an opportunity to dispose of the ball.

I’m not sure where the grey area is, these are professional sportsmen anything longer than 2 seconds or 2 steps is more than enough prior opportunity.

Two steps when the tackler has initiated prior to you receiving the ball is nonsense. They can basically collapse on you, and then your handballing as you fall somehow doesn't count as a disposal attempt.

How is that a fair interpretation?

A lot of things can change during that draft year. Some players have a late development spike (Bontempelli), some plateau and show little improvement (Will Brodie), others grow or don't grow (Cripps/Battle), some get found out as a player with serious flaws that wasn't evident before (Clem Smith), or show new skills that surprise and impress (Schache).

I was recently reading an article from early last year that listed the four most likely to be the number 1 draft pick. They were James Worpel (went pick 45), Connor Ballenden (pick 43), Lochie O'Brien (pick 10), and Jarrod Brander (pick 13).

I had no idea why Adelaide let them get away with that. Even if Jacobs wasn't clever enough to think "Big man smash ball forward" why didn't the crows coaching staff send a runner out to tell him? Have they become so obsessed with processes that they can't never allow a tactic that's almost as old as the game itself?
 
Adelaide could have had Peter Dinklage nominate in the ruck. Grigg would have run straight past the contest looking for the tall guy he was meant to run by.
Adelaide eventually win the GF with Grigg getting 3 touches with zero hitouts.
Hardwick eventually keeps his job for 2018 (after a thorough process and sacking half the coaching staff) announcing that Richmond have an effective game plan to counter that short bloke!
Meanwhile Dinklage adds a Norm Smith medal to the Emmy and Gold Globe and is touted the best in and under Ruckman of the modern Game!!!

I believe that as there is no absolute value/definition given to 'had an opportunity' it is left up to the umpires discretion, hence grey area.

I think that the Tigers ruck tactics were not taken seriously during the year . Grigg competed in the ruck in the Tigers forward line while Nank stayed loose a kick behind play. Tigers were happy for to loose the ruck contest as long as they caused a rushed exit allowing Nank/Rance to intercept.

Hopefully coaches have had a good chance to analyse in the off season and have plans to take advantage of it.

This is the my main point, if you decide two steps is not enough then that’s ok.
 
I believe that as there is no absolute value/definition given to 'had an opportunity' it is left up to the umpires discretion, hence grey area.

Is it hard to make one?

I heard a few times last season, a certain number of steps mentioned that constituted having prior opportunity.

I also saw several players get pinged and let off as they hadn’t exceeded this but had an eternity to get rid of the ball.

If cricketers can face bowlers at 145kmh and make decisions in 0.5 seconds on where to play the ball then an AFL plater surely has had prior after 2-3

I dont think it would be too hard. But steps would not be conclusive enough for me. I think a count of two or three might be a good option.
but as others have mentioned that tackling is a very fundamental aspect of the game and it is not being rewarded.
I like the suggestion that if the ball is dislodged whilst being tackled (player must have taken possession of the ball first) without the player disposing of it by hand or foot then free to the tackler.

don't tell me that wouldn't work - 36 players, 36 umpires, 72 on the field - would probably have to drop the wings with that sort of congestion though
 
I've got it!

Umpire Drones!

So there'd be a NASA-style umpire command centre, and each drone would have two specialists - a pilot and an umpire. The drones zip around the contest, streaming a video feed straight back to the command centre, and if a player infringes the umpire hits a button that sets off an ear-piercing whistle. Adjudication can be communicated via a mic/speaker set-up, and flashing colour coded lights to indicate which team has been awarded a free kick.

Fixes the bounce issue as well, each drone can be fitted with a robotic claw and simply drop the ball from a height of 25m at each stoppage.
