Is regional Vic that under-represented that a club in the home state of football needs an academy?

I mean one year you have the AFL giving their marketing project the two best players in the country the next the worst side in the comp doesn’t have access to a Victorian based player?

If the afl are going to tamper the draft clubs shouldn’t have any hesitations in trying to get ahead.
