Medium impact for any action deemed a bump which results in high contact (contact above the shoulders), will start as medium impact on the basis of "potential to cause injury"

There'll be very few to nil high contact bumps that will be graded lower than medium impact

Yeah that's a good point. I could see medium being "left the field but no injury/concussion"

It's a physical game. Its whole premise has the potential to cause injury.
