I have another question for bigant which actually isn't about the cover.
Did BigAnt work on the Rugby game as much as the AFL game, was it the same group of developers? And should we expect a similar game to the Rugby game?
Yep, I like that system for interchanges....I have a feeling some may say it sounds a little complicated all whilst playing a game but after a while of practicing it and making sure to only do it at stoppages, I think people will get the hang of it.
You can do it as slowly or quickly as you wish as it doesn't stop gameplay and the menu stays persistent between kicks, goals, whatever... so you can be doing it while controlling players (the D-pad is only used for moving players around in real time). Of course, as mentioned, it's not just for interchanges, you can swap any two players positions.

Will there be an option where players automatically interchange?
The system you described sounds like the substitution system in the NBA 2k games. However, these games also have an option where players are subbed automatically without you having to do anything, based on different factors (stamina levels, time of game, score (the better players will be on the count if it's a close game, on the bench if its a blowout), etc). I like the manual subs for the NBA games, but for an AFL game where there may be many changes to be made over the course of a game, it'd be a lot easier if the CPU could make some of these changes.
That's great to hear that the menu doesn't disappear so that if you get half way through using the d-pad to make a substitution but the umpire is ready to bounce the ball to restart play, you could wait until the next stoppage to finish the substitution if you'd like. Awesome.
Correct, the menu will persist on the screen until it's selected or cancelled.
