Lol what? The Dogs basically started it, Liberatore in particular with some of his usual dumb shit, because of a tackle that slipped high. They weren't being bullied, they were just being their usual selves. Smith and Libba are always in other teams faces.

Just going back - Dan Jackson got 2 weeks for his headbutt. He only got 3 in the end for challenging it at the tribunal. Not sure of anyone else. So Smith will likely get 2.
