I had a bit of a look at some precedent, for whatever that's worth in the circus that is the MRP.
As best I can tell, the last person to be suspended for any incident involving the fence was Andrew Walker in Round 1, 2014. He was also the last person whose actions were deemed intentional, not careless*.
Comparing McGovern's to the Zuurhar and Frawley ones, I think it's a fine. Careless, medium impact, body - fined, clear to play.
I could see them arguing head rather than body, which might be a tough spot because anything above low impact is a week where the head is involved (and it surely won't be low impact unless Guelfi comes back all clear from his scans). An injury occured, so the AFL will make a scene. If they call it intentional, the MRP thread will be legendary.
*Apologies if the cursory Google search let me down. If there's footage of any suspensions since 2014, please let me know.
Great research and I agree it shouldn't be a suspension but we all know how this is going to go.
The AFL frankly doesn't care how dangerous an act is. If you hurt someone though, they'll come for you. That's the point of difference between this and I think all the incidents you show in the video. Gov is gone.
