Well Ben answered my question, but my understanding was this
EFC: You've given us nothing, you're lazy, you're at a fork in the road, you're being delisted, if you work hard for 4 weeks there's a spot for you on the rookie list.
Neagle: Nah f**k yas, I'm going somewhere else

Must be the case otherwise why would Rhys O'Keefe be on the list? Thought he was a certainty to be rookied by the Blues.
This isn't correct. Players can choose not to nominate for the national draft.
Bruce, Anthony & our good friend Houli have not nominated and will be taken in the preseason draft (but would automatically be available in the rookie draft if they weren't picked up in the preseason draft).
I don't believe it is turning your back on the club. They've been delisted, and yes they would love another chance on the rookie list, but if another club is willing to put them on their senior list then surely the player should be allowed to pursue that.

Hardwick was recently interviewed on SEN and spoke about Houli.
They will definitely draft Houli if he is available.
Spoke about Houli being an outside player with an elite left foot and having a good character.
Interesting to note that Atkinson has nominated

Club delisted Neagle and Atkinson but gave Neagle a lifeline - Continue training for a month and we may offer you a rookie place.
That means that we have 2 extra picks in the draft - assuming that Neagle isn't rookied at EFC.

Neagle is off our list - That means one less rookie can be selected if Neagle makes it back onto the rookie list.
Rookie's aren't selected in the National Draft for starters, and Neagle is big, but he hardly counts for 2 selections.
Given the way St. Kilda drafted, I reckon they were having a serious look at Neagle. At that pick where they hesitated for ages I thought he was gone.
