So answer me this, if someone murdered a person and the police never had enough evidence to arrest the person and it never went to court. Did the person actually murder someone or not ???

Committing a crime and being proven guilty in the court are two different things.

In this case money was paid and it was never taken further by the victim, why would they pay her money if it never happened.
