I'm not sure how it would work.
My point is that taxation should be considered a safety net that is rather than a pool of money that governments can choose to spend on whatever seems to strike their fancy that day. Many countries exist quite happily with a taxation rate less than half that of Australia's. Many of them quite wealthy countries.
For instance, the top tax rate in Australia is 46.5%. Here are the top tax rates of all of our nearest Neighbours:
New Zealand: 33%
Singapore: 20%
Indonesia: 30%
Hong Kong: 15%
Malaysia: 26%
Australia is the huge outlier among everyone in South East Asia and Oceania. Indeed, only about half a dozen countries in the world have taxes as high as Australia.
