I'm still having trouble tracking down Pokemon that are apparently nearby. There's got to be a range in kilometres how far away they are.
Circled around a whole suburb last night looking for that electabuzz '3 feet' away with no luck.
Given up looking for anything that they say is nearby I just keep going straight.

So does that mean that each Pokemon species has its own set max cp?Yes it does, that ring shows its CP level, but it's a waste on something that low. Wait until you catch one at least 3/4 to 4/5 full before spending any candies on it.

Also, should I power up to max before evolving?

Ok thanks I think I get it now.Yeah some Pokemon are always going to have a higher max than others, but all can be ridiculously low. Often you will catch an evolved Pokemon that is weaker than the unevolved version.
I don't really level up before evolving, I'll just wait until I get a decent one that is at the absolute minimum 3/4. I did level an Eevee a few levels before evolving it just to make sure the end result was beefy enough (1k Vaperon). The main reason for this is atm candy holds more value in evolves, but once you play and collect more I think levelling first will yield the better results as it seems to provide more for the cost.
